Abstract:
The first step in securing cities against natural hazards is identifying risk factors and determining the vulnerability of parts and texture of the city, using patterns and methods in this field .Application of intelligent management in urban planning can include continuous improvement of the city 's physical planning and a proper response to changing needs, relating to immunization and coping with crises caused by natural disasters or resulting from the spread of the city.
The aim of this study is to investigate the impact of intelligent management models against earthquake, through physical planning of the city and presenting the results as a appropriate strategy and action in urban area ( planning and urban planning ) in the face of the earthquake crisis .
In this regard , district 17 of Tehran has been chosen as the study area . This research is applied type and in terms of implementation is of mixture method( quantitative and qualitative ).
 At first , the effective indicators affecting earthquake vulnerability have been identified and analyzed , and then by referring to the opinion of experts (delphi method) and the reverse hierarchical analysis method ( IHWP ) , the indices was rated and prioritized .
In order to analyze the data from the second phase of the Delphi method, factor analysis method was used .
The final vulnerability map in the case study area has been prepared based on effective physical indices in the earthquake , these indices were determined in tissue vulnerability ( based on maximum effect ) through ArcGIS software , Version 10.1 .
At this stage , by classifying of twenty - one indices and calculating scores related to each class using the IHWP method and by dividing the vulnerability to five stages " very low , low , medium , high , and very high , " with focusing on the intelligent intervention scenario and in order to achieve optimal safety , " very high and high vulnerability " was changed to " medium to very low " .
In order to determine the degree of vulnerability and then analysis of all types of physical interventions in urban tissue , Matlab software was used .After that , based on the IDSS approach , intelligent decisions were made to reduce the vulnerability of the earthquake .
The results indicate that applying the concept of urban intelligent management makes decision-making for physical intervention to cope with the earthquake, capable of self-enhancement , flexibility and responsive to changing urban needs.
 Also , the results of factor analysis indicate that the three components of "adaptability" , "flexibility " and "self – correction" were ranked by factor loading ( 0.876 - 0.853 - 0.805 ) as the main concepts of intelligent management.
In contrast to the various methods for determining physical interventions, it can be concluded that in intelligent method-based management, the prioritization (with maximum effect) is optimized to achieve an optimal hierarchical level of intelligence.
In this research, for the first time, it has been proved that by applying the key concepts of intelligent management (adaptability, flexibility, and self-improvement), Any decision to intervene before the earthquake crisis can be supported, with minimum effective indicators to reduce vulnerability.
